When Iowa Public Radio needs an example of a city getting e-bike regulation right, they're calling Ankeny. Yesterday's statewide coverage put the city's updated ordinance — and its education-first enforcement approach — in front of every trail rider in Iowa.
The city's updated Chapter 76 ordinance, approved April 20, bans electric motorcycles and e-motos from sidewalks, bike paths, trails, parks, and green spaces. E-scooters and low-speed e-bikes with pedals are still allowed but capped at 20 mph. Anyone riding an e-moto on a city street needs a valid license and state registration.
Ankeny Police Sergeant Trevor McGraw told Iowa Public Radio that the surge of higher-powered devices was creating confusion and safety issues on shared paths. The department is leading with education first — not tickets — but violations are enforceable as a simple misdemeanor.

Meanwhile, nine metro cities including Ankeny, Des Moines, Clive, Grimes, and Urbandale have launched the "Ride Safe 'n Smart" campaign with a simple set of trail rules: ride right, pass left, speak up before passing, slow down around others, and remember that pedestrians always have the right of way.
If you ride anything with wheels on Ankeny's 70+ miles of trails, the new rules are worth knowing before summer kicks in.
